This is an important aspect of designing the navigation of a website information architecture.


The Site Map - one of the most familiar Information Architecture artefacts - is a transformation of the Taxonomy into a specification.


It is developed as a navigational expression of the taxonomy.  It shows site sections and depth; it could be colour coded for better effect.  It also shows external links, subscriber screens, search results, email links, forms etc.


It is used for communication and discussion within a website team and forms a core basis of the specification.  Thus it should be designed in a medium that is easy to change.


You could give each page an unambiguous unique reference ID - linked into an Editorial Brief.


To develop / design a site map you could use MS PowerPoint, MS Visio, ConceptDraw, Inspiration Software etc.


Related to the site map are Wire Frames.


These combine taxonomy, site map, process schematics and good practice for web object placement.


You would create and maintain wire frames for major sections of the site.  Again these are a core element of a website specification.
